Introduction . Los Angeles is one of the largest states in the United states with a large population that seems to increase every. The   current research which approximates the population of the county to hit 11.5 million by the year 2010 implies that there is going to be a tremendous increase in the demand of water which directly results to increased price of the  resource4. The rainfall of the area which has not been high due to its geographical position is also decreasing. This implies that water in the reservoirs that serve the county also is reducing. The reduction in supplies of water and the increase in its demand call for measures to be taken that will ensure constant supply to the residents[1]. In an effort to resolve this crisis, one of the proposed solutions would be for the Local Water District to employ methods that would ensure water conversation and its use. These methods could be regulatory or market based.

Methods such as rainwater harvesting ensure that flooding does not occur as any run off water is collected and stored. This helps avoid destruction of the ecosystem that could occur as a result of flooding. The collected water stored in the reservoirs usually is treated using the different water treatment methods to ensure that it is of quality and fit for human consumption. Because of changes in the climate, the amount of water has been on the decrease with the reservoirs being threatened to completely dry up as there is no water to supplement the one that is being consumed. The demand for water is also increasing with the increase in population hence the need to find a way of ensuring a constant supply of this valuable commodity to consumers. Water conservation and use is the best solution to this crisis as it ensures responsible use of the resource while at the same time assuring future supply. Water can be made available in plenty by building dams and tapping from other water sheds but if its use is not controlled, the supplies will run out hence create a crises. The best approach that will ensure that there is a constant supply and more water available for future use is for the local water district to implement all the methods and take all the necessary steps and strategies that will ensure water conservation. [9] In addition to raising consumer awareness of their water use, metering is also an important way to identify and localize water leakage. The 2011 UNEP Green Economy Report notes that “[i]mproved soil organic matter from the use of green manures, mulching, and recycling of crop residues and animal manure increases the water holding capacity of soils and their ability to absorb water during torrential rains,” [13] which is a way to optimize the use of rainfall and irrigation during dry periods in the season.Water metering would benefit society in the long run it is proven that water metering increases the efficiency of the entire water system, as well as help unnecessary expenses for individuals for years to come. Some researchers have su...
